HHS Group is a UK staffing agency that provides reactive, short-notice Agency Cover — Child and Adult Enhanced DBS-checked night concierges, support workers and SIA-licensed security guards — to homeless hostels and supported housing across England, Scotland and Wales. Sometimes a site doesn’t need a full outsourced solution, it just needs a shift covered, quickly: a single night, a short-term gap, emergency same-day cover when a rota falls through, or winter night shelter cover when a Severe Weather Emergency Protocol (SWEP) is triggered. Think of it as bank staff cover for your rota, drawn from the same vetted pool behind our 24-hour staffing across concierge, support work and security roles.
When Agency Cover Is Used
Agency Cover is reactive by design. Clients contact us with a specific shift or short-term gap to fill — a staff member off sick, an unexpected vacancy, or a short notice cover request. We then deploy a fully vetted concierge, support worker, or security professional to cover it. There’s no ongoing commitment — you request cover as and when you need it.
Our control room responds quickly to these requests. As a result, sites stay compliant and staffed while we resolve the gap.
SWEP & Emergency Winter Shelter Cover
Agency Cover is also how we support local authorities and hostel providers activating a Severe Weather Emergency Protocol (SWEP) or opening emergency winter night shelter provision at short notice. SWEP is typically triggered when temperatures are forecast to fall below zero, or when a severe weather warning is issued, and there’s rarely much lead time between the decision to open provision and the doors opening. We can deploy vetted concierges and support workers to staff that emergency accommodation as it opens, without the lead time a fully outsourced contract would normally need.
This surge capacity draws on the same vetted staff pool as our standard Agency Cover, so there’s no compromise on vetting or training standards even when winter night shelter provision opens with very little notice. If you commission SWEP or cold weather accommodation each winter, we’re also happy to discuss standby arrangements ahead of the season so cover is ready to go the moment the protocol is triggered.
Vetting and Compliance
Every member of staff we supply through Agency Cover undergoes the same vetting as our Contract Cover staff. This means Child and Adult Enhanced DBS checks, right-to-work verification, and role-specific training. As a result, there’s no drop in quality or compliance for short-notice bookings.
Temp-to-Perm
A small number of our clients have also used Agency Cover to trial staff. This can lead to a permanent role directly with the client. While it isn’t the primary purpose of this service, it’s available where it’s a good fit for both the client and the individual.
Need a supported housing staffing agency you can call on at short notice? Contact us to discuss your requirements. If you’re looking for a fully outsourced day and night staffing solution instead, take a look at our Contract Cover service.

Frequently Asked Questions
How quickly can you fill a shift?
Our control room responds quickly to short-notice requests, including same-day agency staff for emergency staff cover when a rota falls through. Response times depend on the role and location, so contact us with the specific shift and we’ll confirm availability.
What’s the difference between Agency Cover and Contract Cover?
Agency Cover is reactive — you request cover for a specific shift or short-term gap as and when you need it, with no ongoing commitment. Contract Cover is a fully outsourced solution where we take complete responsibility for a site’s day and night staffing on an ongoing basis.
Are Agency Cover staff vetted to the same standard?
Yes. Every member of staff we supply through Agency Cover undergoes the same standards as our Contract Cover staff. This means Child and Adult Enhanced DBS checks, right-to-work verification, and role-specific training. As a result, there’s no drop in quality or compliance for short-notice bookings.
Can you provide staff for SWEP or emergency winter shelters?
Yes. We supply vetted concierges and support workers to cover emergency winter accommodation and Severe Weather Emergency Protocol (SWEP) activations at short notice, drawing on the same vetted staff pool as our standard Agency Cover. Contact us as early as possible in the season to discuss standby arrangements.
